Must I request a “technical report” in the first message?

No. Explain the decision, condition and available material. The appropriate technical product and level of formalization should follow from purpose, coverage and the evidence the work must produce.

Can photographs produce a diagnosis or final fee proposal?

Photographs can qualify context and possible access, but they do not automatically establish cause, extent, hidden conditions or required method. The proposal depends on what the service must actually verify and deliver.

Is professional responsibility documentation always included?

The applicable professional record depends on the activity effectively commissioned and must be identified in the proposal. A website page, email or conversation does not substitute for defining the service and formal responsibilities.

Does the first contact reserve a date or start the service?

No. It starts a framing process. Availability, proposal, acceptance, minimum documents, access, location and other conditions must be confirmed before work is opened.
